China Government Work Report 2025: China To Promote The Stable Development Of Foreign Trade

During the Third Session of the 14th National People’s Congress premier Li Qiang presented China’s stance on the development of foreign trade for 2025. China will remain steadfast in its commitment to opening-up and will steadily extend institutional opening-up and continue to promote the stable development of foreign trade.

For the coming year China’s focus goes out to strengthening its policies for stabilizing foreign trade and supporting enterprises in securing orders and exploring new markets. It will support the integrated development of domestic and foreign trade and work faster to address issues concerning standards, certification, and market channels.

Further facilitating trade development, China’s institutions will aim to improve financial services related to financing, settlement, and foreign exchange, expand the scale and coverage of export credit insurance, and provide more support to enterprises participating in and organizing exhibitions abroad.

China will continue to promote cross-border e-commerce by improving logistics services for cross-border delivery and boosting development of overseas warehouses.

Focus goes out to promote innovation-driven development of trade in services where China has long held and edge and encourage the export of services and increase the import of quality services, and cultivating new growth drivers, such as green trade and digital trade, and support localities where conditions permit in developing new types of offshore trade.

China plans to continue to host a number of major trade events to highlight standards, which include but are not limited to the China International Import Expo, the China Import and Export Fair, the China International Fair for Trade in Services, the Global Digital Trade Expo, and the China International Consumer Products Expo.

In 2025 China aims to promote Smart Customs development and cooperation to further simplify customs clearance procedures.

Internationally, the deepening of multilateral, bilateral, and regional economic cooperation is prioritized. China will continue to expand the network of high-standard free trade zones for the world, promote the signing of the China-ASEAN Free Trade Area 3.0 upgrade agreement, and actively promote the process of joining the Digital Economy Partnership Agreement and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. China plans to uphold the multilateral trading system with the WTO at its core, expand the convergence of interests with other countries, and promote common development.
